About Alleghany Highlands
Community Services

The focus of AHCS is to prevent and treat the occurrence of mental illness, developmental disabilities, substance use and co-occurring disorders and to enhance the functioning of individuals and families who experience these conditions. AHCS operates multiple service sites throughout the Alleghany Highlands as one of the largest employers in the area. We are proud to have served the community for more than four decades. 

AHCS is governed by an all-volunteer board appointed with members from each jurisdiction— the Town of Clifton Forge, Iron Gate, Alleghany County and the City of Covington.

Contributions to the agency, which is organized as a public non-profit organization, are tax deductible and represent special revenue which directly benefits AHCS.

The Alleghany Highlands Community Services Board is committed to improving the quality of life for individuals in our community with behavioral health challenges and developmental disabilities. AHCS is committed to preventing the occurrence of these conditions through an integrated community-based system of care. AHCS is committed to being responsive to individual needs and choices. Alleghany Highlands Community Services (AHCS) began in 1983 and is one of forty Community Services Boards and Behavioral Health Authorities established under the Code of Virginia to provide comprehensive services to individuals who have mental health disorders, developmental disabilities, or substance use disorders. As the publicly funded safety net for service delivery, we must continuously monitor and evaluate our cost for services as well as the effectiveness of what we do. AHCS operates multiple service sites throughout the Alleghany Highlands, with over 127 employees working to support our services. We are proud to have served our community for 38 years. AHCSB is accountable to and licensed by the Virginia Department of Behavioral Health and Developmental Services (DBHDS) for the quality of care and fiscal accountability of the programs under its jurisdiction.

AHCS is governed by a nine-person all-volunteer board appointed with members from each jurisdiction by local governing bodies – Alleghany County, Clifton Forge and the City of Covington. The Board members are people from the community with various occupations and interests who serve three-year terms of office.

The Privacy Rule under the Health Insurance Portability and Accountability Act (HIPAA) requires covered entities to take reasonable steps to limit the use or disclosure of protected health information (PHI) to the minimum necessary to accomplish the intended purpose of the use, disclosure, or request. HIPAA Privacy Policy will be made available for public viewing at all Board facilities. To secure a copy, please call, email, or visit the Administration Office. AHCS will not collect, store, or disseminate Protected Health Information (PHI) on this website. We reserve the right to amend our Internet Privacy Policy Statement at any time without notice.

AHCS will adhere to the standards set by HIPAA and the ethical principles of this agency to ensure that only information that is required to fulfill the stated purpose of the services, and that is required by law, will be disclosed.

AHCS services are licensed by the Department of Behavioral Health and Developmental Services. AHCS observes DBHDS licensing and human rights regulations and is a member of the Region 1 Local Human Rights Committee. AHCS clients are notified of their rights upon entering a program/service and yearly thereafter. In addition, client rights are posted throughout the programs, along with the names and contact information of advocates who work on behalf of the client. AHCS develops and provides behavioral health, intellectual disability, and substance abuse services to the residents of Alleghany County, Clifton Forge, and Covington.

Services are to be delivered without discrimination, in a professional and humane manner, and employ the most effective and cost-efficient treatment modalities.
